What does that mean, that he wants to pay less than he bid? Or wants to pay part now and part later? Don't understand your question.

If you want to provide a partial refund,  go to your Orders tab, find the particular order and the pulldown there will have a refund option.

If you are ofering to issue a partial refund go to the Activity tab at the top of the home page. Select the transaction you want to refund. Click refund this payment. Edit the refund amount based on your agreement with your customer. Ensure the amount is correct. Issue the refund.

You can also issue a partial payment by going to your Returns dashboard and view return details for the item. Select Offer a partial refund and then Continue. Enter the amount you want to refund. Add a message to the buyer if desired. Then select Send offer.
