Every time I ask for my payout it acts like it goes through it says my funds are on are on their way like usual and then 5 minutes later I get a message that says payment failed or payout failed I've done it about 10 times it keeps on saying that I've called and you guys have treated me like I'm dumb I've been doing this a long time why am I not getting my payout I will pull my ads I will be done I'm not even going to ship anything till I get my money fix this problem now every time I go to make to get a payout it says payment canceled or payout canceled fix it now

This is not eBay we are not “you guys”. The folks in this forum are all sellers like you and buyers. 

If a payout is cancelled that means there is something not right with your bank account. You need to double check that the account numbers and routing numbers are correct. Call your bank to find out why they aren’t accepting your ACH deposit. You need to fix that eBay can’t. 

Pulling your listings is completely up to you. But not shipping anything only hurts your seller account and disappoints your buyers. If you don’t intend on shipping then you should be refunding your buyers.

Do you have any open return requests?
Also, when you signed up for managed payments, you need to be sure the everything matches up.  The name on your bank account needs to match your registered ebay name exactly.  The address on your bank account needs to match the ebay registration address exactly.  And so on.  All this is probably redundant info though, because managed payments has been in place for a while.  
Is this a new development then?  Like I said if everything is ok with your bank information the other issue that would be holding up payouts are open return requests.

This is becuase Ebay decided they could do a better job than payment processors. The days of instant payment (where sellers can get paid instantaneous) ended with Paypal's departure as Ebay's Seller payment processor. Customers can use Paypal to pay for items but Sellers cant get paid by Paypal. This Paypal relationship arguably built Ebay into what it is. Most sellers i know are fine with $20 items taking a week to get paid. However the big ticket items requiring more Seller risk have moved on to new venues. Ebay appears to be fine with that so only time will tell...or a new competitor rises to achieve all the Ebay is and much more.
