I normally ship using Endicia. If I make a mistake with a label I can request a refund. I did a label today on ebay and made a mistake. I can find no option to get a refund. Does one exist?

Yes.
In the seller hub, you can see your list of recent shipping labels and there is an option to request a refund.
Don't do anything in a panic; you have a couple weeks to request one.
If you print a second label first, make sure you keep a copy of the BAD label so that you are sure you are voiding the correct one!

Go to Seller Hub > Orders > Shipping Labels
Find the label in the list
Under the Actions dropdown menu, look for "cancel label"

thanks to you, I found it. The issue was I printed the label but it did not take the change I made in the weight and I didn't catch it until I bought and printed the label.

To void a shipping label purchased through eBay, go to this page, find the order and select Cancel from the Actions drop-down. The cancel option is available for 28 days.
It takes between 2-4 weeks to receive a refund on an unused, voided label as the carrier wants to make sure the label isn't used. You'll see the refund on your original source of payment (eBay funds, bank, credit card, etc) and the funds will appear in your account without an email notification.
Printed eBay Standard Envelope labels are non-refundable and cannot be voided.
eBay International Standard Delivery (eISD) labels are not charged to your account until they are used, so there is no void option. eISD should not be confused with eBay International Shipping (eIS) as they are different services.

have you ever taken a look at pirate ship?
I had used stamps for years but found pirateship did everything that stamps did and it was free.
