Unless things have changed recently, if you were running into an eBay purchasing limit you would see a different message, along the lines of this:
"To make sure buyers don't buy or bid more than they're comfortable with, we occasionally place limits on a member's buying activity."
Instead you may be running into an issue with your PayPal account (if you are using PayPal) or your particular payment method; or the seller may not be able to accept your payment due to the seller's buyer requirement settings.
Is the seller new to selling or registered in another country? Either of those could potentially be an issue.
Sign in to your PayPal account and check to see if you need to update anything or provide any additional info there. If you are not using a PayPal account, there may be limits to how much you can spend as a guest; try creating a PayPal account and linking your card if that is the case.
If possible, try using a different payment method.

Similar nightmare here, twice. A few days ago it was "Sorry we can't process your payment. Please try again or select a different payment option." Four different payment options later, same message each time. And, payment debited from each of those accounts. This on an approximately $250 transaction, USA buyer, Australia seller, very similar to another transaction I did in February.
So I get on the phone with PayPal and on chat with Ebay and find: Ebay says ALL of the payment options on Ebay are handled by PayPal as "the transaction processor" and the refusal message is coming from PayPal. PayPal says this transaction was tagged for "government compliance" which can occur more or less randomly and does not reflect anything about the item purchased, the seller, or the buyer. (Then what on Earth is it? Or do they think an innocent item is somehow contraband? Or does the Paperwork Monster just want to take a bite out of me for fun?) PayPal and Ebay both suggested having seller cancel previous transaction and relist item, and then buy it again as a new transaction.
So that's what we did and now I get a slightly different error message: "Your payment didn't go through. Please check the card info and billing address or select a different payment option." Same result: four different payment methods, same error message each time. And I see that at least one of my bank accounts has been debited again. Bloody hell it didn't go through: it went through my bank accounts alright, but the seller wasn't paid.
This is getting beyond ridiculous and into overtly pernicious. I've been on Ebay and PayPal since they each first started or darn close, with no problems, never ran into any of this before, now it's somewhere between Kafka and Orwell. Stay tuned, folks...

ok so i talked to an ebay rep and i was told to go and verify my paypal with my ebay account. i did this and i was told to verify the account. however i dont see the verify button. i looked around and people said that the button doesnt always show up assuming you already have you paypal linked with a bank. however i dont use my bank with paypal, i only use my card. after reading this i went and linked my bank but after trying the transaction for the 10th time it still didnt work.
what is going on? the ebay rep told me that it takes up to 48 hours for ebay and paypal to work things out with the verification but ive never had this issue before and ive never had to do this stuff before.
