so Ebay again has decided to no longer process "daily" payouts on weekends, now payments received Fri-Sun will be processed on Mondays
and no it has not been like this in a long time, in the past they have flip flopped on it but it's been a real long time since they did. I guess they are seeing what they can squeeze out of sellers in "express payments"
no announcement on it or anything they just "quiet" added it to the payouts notes in the last few days
of course right around the Holidays, swift move.....
and of course the "tip" right after that note is "you can do express payments on weekends" lol
oh and guess what else?
now if you are set for "Daily payouts" which is still defined as Mon-Sun, you can't do "express payouts"
so if a seller decides to switch to express payouts, that's another $730 in fee's per year, ya maybe it's a tax write off in the end but not a welcome thing.
BTW: there last updated "announcement" on payouts was 2-years ago..... of which one still states "we are processing payments on WEEKENDS!" which was almost always a option anyway except for one period of time when they stopped doing it for a short while, years ago

Weekly payouts don't have a problem.
Maybe your bank is not processing payments on weekends. Maybe ACH is not open on weekends.

Here's what changed on the policy page @babyers88 is referring to - it still says "Daily payouts are initiated Monday through Sunday" but added a new part that also says "any payouts you receive Friday-Sunday will be processed on Monday for settlement to your bank account."

That new section makes it sound like eBay is still "initiating" payouts on weekends but all they mean by that is they will show the payout process started in your Payments tab...however, they won't actually process it for settlement to the bank until Monday.
That is different from how it has been working for a couple years now, where the payouts were actually being processed for settlement to the bank on the weekends, with some sellers reporting the money was actually being reflected in their bank accounts on the weekend when that happened.

My CU does not process Sat/Sun/Holiday "payouts" until the next business day.

@buyselljack2016 yeah, some banks and CUs don't, so in that case this may not be a big deal for you, but some banks do and those sellers had been receiving the funds from weekend payouts in their bank account on weekends, so this will not be a good change for them.

I did and the Rep stated "it could be a glitch" maybe, they had a internal notice on Oct 31 about a payments change and that it was only being initially applied to 10,000 sellers. but it wasn't clarified so the Rep submitted a ticket to try and get clarification and that there was no external announcement about it "yet".
there online resources as outlined in another response above contradict each other..........
one says payments will be sent daily and the other says payments Fri-Sun will be sent on Mon
for a good long while now mine have been sent EVERYDAY, it's possible it could be a Holiday weekend glitch but not sure it remains to be seen next weekend....... If it was a Holiday weekend glitch why send it on Monday? normally any Holiday delays are sent out the following business day.
The same Rep also stated to me that payouts to a Debit/Credit card could be sent "on demand" for free (at normal speed), if payouts were set to Weekly, but nothing shows that and it clearly states payments to Debit/Credit cards are a Fee type payout.
even though "technically" most banks do not process payments over the weekends, mine is pretty quick about and it shows up on Mondays, ebay deciding to again send it on Mondays versus daily will lead to delays that will directly affect me as a seller in my particular situation

My bank never processes on weekends. Weekend deposits appear as spending Monday AM.

to be CLEAR ebay did not forward the payments from Fri/Sat and looks unlikely for Sun
like they have been.
The Bank processing it or not is not the issue here, well it is in a fashion because for me those payments do show up in my bank, but won't if ebay does not send them.
Therefore any additional "delay" is on Ebays end.
It would be like some one having money for you, but they won't give it to you until Tuesday and are just holding it.
might not be a big deal for some, but for others it is

This type of delay would now extend Ebay payments from being processed until Tuesday at the soonest unless your bank/cu whatever processes payments the same day received electronically. Some do and some do not. It's very typical for payments to take 1~3 days

Weekday deposits appear in a day at my bank.
I could not care less when the payments arrive. Interest rate on my account is too low, and I do not have cash flow problems.
I doubt if Ebay is overly concerned about the float either.

I guess the point is trying to not get nickel and dimed around every corner, they have sent me I don't know how many notices about "express payouts" even offering some for free, to sucker me on the line
I just want the money to flow the same as it has for years. Without a "fee"

I have 'express payouts'...have to be on the 'Tuesday payouts' to get it.
For a 2 bucks charge you can collect funds the next day after 10PM of a paid buyer.
There is also the no fee of 1-3 business days in 'express payouts'...every Tuesday.
Tis the holiday season...and I prefer the 'express payouts' during this time of the year.
I like getting funds in 30 seconds if needed for an emergency.
'Express payouts' money is available 365 days of the year...get pay today and collect it tomorrow after 10PM for a 2 buck fee. It's that easy.

No reason to believe that Ebay is any more likely than your bank to change the way things work.
My bank has not changed anything about ACH transfers but it has made lots of other changes to their systems. Most of which are, like Ebay's changes, not for the better.
If it works for other sellers, maybe the issue is your bank.
