I bought $600 eBay gift cards at my local grocery store recently but when I tried to use them, I notice there are only 9 numbers instead of 13 numbers on each card. I contacted eBay but after the investigation, customer service refused help saying they were used already. Is anyway I can get my money back?

You can take them to the store you bought them at with your receipt.
But if they are used, I cant see the store refunding you.

Gift cards purchased off a rack at a retailer are a target for fraud and you have been defrauded. This has been covered in the press for many months.
If you are lucky the store will reimburse you, but many others have reported the stores have refused to do anything about it. You should probably track down the company which puts those cards on the store racks which is responsible for the cards.
A search with Google, Bing or Duck Duck Go will provide lots of info.

eBay gift cards are not safe. The gift card terms say no refunds.

That is a very common scam. NEVER by gift cards.
