Keep in mind that One charge is likely labeled "PENDING" and the other charge actually affects your balance. The Pending one will go away shortly. Probably the next time you look it will be gone.
What happens is when you submit a payment Ebay pings your funding source to guarantee that your payment is good. Your funding source then records a Pending amount on your account. It takes about 1-2 days to actually process the charge through and the literal exchange of money happens at that time and so does the REAL charge on your account.
So highly unlikely you were charged twice. Check again tomorrow and it will likely just show one charge.

Just contacted my bank (again) and had a sobering conversation with someone that completely understands everything I've said and said "you're exactly right". They see the "double charge" (pending + purchase = screw you out of double the proper amount for x amount of days). That pending charge won't come off before Sept 1st, three days from now. An $8 item cost $16 for 3 days. Just so the good readers here know, it could be $80 or $800, and you will be out double that amount. It's not your bank doing this and when you call eBay customer service and they thank you for being such a great member for the last 23 years, you'll know you're being patronized and lied to when they try to pull the "it's your financial institution". I plan to go to Amazon for a birthday gift and watch how none of this will happen there.

If you did not have enough funds in you account to cover both transactions would your bank treat it as a bounced check and charge you a fee. Maybe not you bank because they are aware of the issue but other banks may not be so understanding.

eBay Moderation TaskForce deleted my first post so my post above is severely crippled and quite out of context from the issue. To answer your question, if the funds are not in your account it stands to reason you will become overdraft. Maybe you could speak to your bank but again, you buy something on eBay and have to clean up this mess with phone calls and pleading with the bank to remove charges? It shouldn't be happening at all, which is the entire point.

It's about the issue of being charged twice, which is relevant yesterday, today, and 2 years from now. That's the difference between reading forums for some kind of odd pleasure because there's nothing better to do and reading them for actual information that serves a purpose of importance. Threads are resurrected when the same issues reoccur. Maybe you just like to follow them so you can say "Zombie thread" 🙂 sigh, ok

Even if it's a pending it still charges then refunds it I bought a $400 item payment went through right away then a pending charge of another $400 day 2 of waiting I'm fortunate enough that I have extra money others might not and be overdraft imagine your check gets deposited then boom gets taken away because it's pending and overdraft now what you had to pay with that check has to wait

same Thing happened to me bought a $400 item and have a pending charge of $400 so I had to transfer funds lose that money until it gets refunded. Support said it was because my payment didn't go through and I had to retry checking out which is a lie because it went through right away they keep blaming the bank but never had that issue with my bank anywhere else

Pending charges do NOT charge to the CC until the charge is approved. Pending charges do not appear on your CC statement. They do however tie up that amount of your line of credit with the CCC.
I am not aware of this method being used on a checking account, only on CCs.

just happened to me again wiped out my bank account now I can't buy any groceries I'm screwed I go to the store and buy groceries I'm only charged one time eBay takes out two payments until one clears that's bull**bleep** now I can't even feed my dog till that pending charge falls off
