If you're trying to use a debit card from Sri Lanka, there's a notice on the Central Bank of Sri Lanka website, that says they are allowed to be used for foreign transactions, but that some individual banks have limited their use for foreign currency transactions.

You can try attaching the card to a PayPal account, and use it to pay through PayPal. Some people from Sri Lanka have reported that this works, possibly because PayPal converts the currency, and charges the payment in the local currency, rupees. Or, you can try a different card.

I saw something today that said the Government of Sri Lanka is on the verge of financial collapse. Apparently their Foreign Reserves are down to 2.6 billion dollars, with much of their money going to service their Chinese loans. So I imagine that government and the banks are trying to limit monies leaving their country.
