A ebay gift card was bought for $70.00 at a $ store. It was emptied before I got home.

The store said it was loaded with the $70.00, but a check on using it on PayPal, said it was an invalid number.When I tried to put in my eBay account I was told another account had used it up. How can this be?Is there any recourse on this?
