Why does ebay allow buyers who do not pay for an item remain with 100% positive feedback.This is not right

Can I keep proceeds from what I sold here at eBay to purchase other items with?

Do not want to give my bank account information so was wondering if I could accumulate monies on items I sold here and then use the proceeds to purchase other items that I would like to buy on eBay?
