Turn off auto payouts

There doesn't appear to be a way to turn off automatic payouts? Is there a way to turn this off? I would just like to leave some money in my ebay account to cover any late shipping costs.

What’s the logic on this? How does this benefit sellers? Are they that greedy that they want to hold onto our payments even longer so they can wring every penny they can in interest for their own benefit?
