I just made a new listing with multiple quantity. I want buyers to get a discount when they purchase more than one. I also just made a combined flat rate shipping rule. But I can't find anywhere on the listing to "Apply My Promotional Shipping Rate?" Please help. Thank you!

OK I have found a work around or the solution. I called and chatted with EBAY twice with no resolution. Anyway, I had to switch to a business account to be able to give a discount for multiple items purchases of the same item. Talk about complicated....

@crazycraftfrog Just want to make sure that we are talking about the same thing. You want buyers to get a discounted shipping rate when they buy more than one item on that listing?
If that's the case, that can be done on the listing itself. If you go to revise the listing and scroll down to the shipping section, you see see two boxes (circled in red). You have already filled out the first box with the amount you want for a flat rate. In the second box put in the amount that you want to charge for shipping if they buy more than one.
If you want to have a combined shipping discount for multiple listings...for example if they one item from listing A and one item from listing B, that's when your combined shipping discount rules come into play. You have to check off the box outlined in blue in each listing that you want to use that rule.

It's not on a "shipping screen" as there's no such thing
it's on your 'listing' screen (use computer, no phone)

When I complete my listing, the shipping area does not look like that. See pic.

Also, more options at the bottom does not change it either. Also, I've tried changing to Priority Mail and a higher price and that didn't give me the option to apply a combined shipping rule either. Thank you to everyone trying to help me. This is frustrating!

It's March, 2024 [3 years after your reply] and I am having this same problem - after changing my Shipping Policy to automatically include 3 USPS Shipping Options for buyers to select. Mainly, what I wanted to do [and got sidetracked] is to offer a Promotional Shipping Rule for Free Shipping if/when they purchase 2 or more items.
The Promotional Shipping Rule which no longer shows on individual listings.
What is/was your Workaround to offer a Promotional Shipping Rule?
