So I’ve been kind of confused with how eBay does pay out. For example I sold an item for 10 dollars but when I look at my analytics it says my net sales is 13.04 and then when I look at how much eBay will pay me at my payout it says 12.74. I understand that shipping has a factor in This but shouldn’t my net be less than 10 dollars?

Your gross net will be the total buyer paid minus taxes collected by Ebay minus Ebay fees. Your costs then include what you paid for postage( and then cost of goods, etc. )

So if a buyer pays for their own shipping will that shipping cost be included in my gross net or will that be subtracted? Also would I be making more money if I have the buyer pay for shipping or if I offered free shipping?
