Unpaid Item FVFs are **NOT** being credited.
This has happened the last five times a case was opened after two days, and then closed after four additional days. The case closed email says: "You've received a final value fee credit." No fee credit appears on the account, and the Resolution Center even says that the fee was not credited.
What is going on with this?

I'd give Customer Service a call in the morning. I noticed you have a No Returns policy on the 3 listings I looked at. Not sure if that has anything to do with no FVF credited. I wouldn't think so.

At the risk of asking something obvious ...
Were the final value fees actually charged to your account to begin with?
(All of my MP sales have been Immediate Payment Required, so I have no experience with unpaid items).

How long have you been in Managed Payments?
It looks to me that in MP fvf's are not applied until a buyer actually pays.
I managed to find a listing of mine that sold on Nov. 19 but not paid for until Nov. 20, in my account the fees were charged on the 20th with a timestamp that matches the email indicating the order had been paid for.
Come to think of it, in MP with the "simplified" fees eBay can't calculate the correct fee total until AFTER a payment has been processed. In the PayPal days when eBay only charged fees on the item they didn't need to know when or if it was paid.
So I think the answer is that no fees were refunded because no fees were charged, the email confirmation you received would be appropriate for a PayPal seller but not exactly correct for an MP seller.
You can confirm my not 100% theory by checking to see if you can actually find an original fvf charge for those sales.

Another thing, for PayPal Sellers eBay charges the Item FVF immediately and then charges the Shipping fvf when the buyer pays. Under MP there is only one fee that covers the Item and the Shipping and the Tax, they have to wait for the payment to know how much the Shipping and the Taxes will be.

If that's the case, as is most likely, it might be clearer if ebay stated no FVF fees to be credited (or similar verbiage)

You are in Managed Payments.
In MP, if there is no payment, no fee is charged ... they take the fees out of the payment.
There is nothing to refund since nothing was charged.

Thank you. I had no idea. I have been in MP for many months now, but had no understanding that the fee assessment structure had changed. I also had no reason to look. I honestly don't get into the details of these types of changes anymore, the reason being that eBay used to tinker under the hood so much, any self-education turned out to be a waste of time as it would change to something else so quickly. After two decades of that, I just threw my hands up in the air. I frankly just got tired of keeping up.
I don't see where fees are being charged after all -- I made the assumption -- but then again, I am confused by so much of the language, including on this link, where I see:

For sure, the wording on the emails they send upon case closure is contradictory. Likewise, the wording in the Resolution Center is not precise enough. And the link above? I don't understand why they would say that if it doesn't apply. None of the hands know what the other is doing.

I completely understand your confusion. I'm stuck right now with keeping up between the two payment processors and two selling IDs. Talk about confusing.
Plus, ebay verbiage is also confusing at best. I'm not even sure they have updated everything to show the changes or explain the difference since both are still in use. I also doubt many phone reps know what's going on either, so be sure to ask any questions on these boards.

Hi, thanks. It's been a while since I said this, and while it will never come to pass, Meg Whitman did have an excellent requirement for her employees. They were required to sell something annually. Why they couldn't maintain that standard, I never understood, but it really made everyone understand just what its like around here. Oh well. No use in wishing for days of yore.
