EBay has contacted me this week saying they need my social security number to release my payments and to send my 1099. I had to give them my social security number in order to continue selling and when they dropped paypal payments. Why are they asking for information again, is this legit and why were 1099's not mailed in Jan as required?

It's legit. They are required to verify.
Were you expecting a 1099k for 2021?

Usually once you get close to $600+ in sales, they request it again.
Not sure about last years 1099 for you. Not everyone received one. It would depend on the State and if over $20,000 for 2021 taxes.

In order to receive a 1099k for 2021, you would have needed $20,000 in sales or 200 sales. And if you received one, you can download it from your payments tab.

Based on your "sold" history....I would be careful
VERIFY and make sure that the contact is FROM EBAY....
Seems like you have been on Managed Payments for awhile....you are selling frequently.....
Just make sure it is in fact from ebay
Your wording said "to send my 1099"
if that is exactly what I t said, I would be suspect
If it said "So we can send your 1099" that is different
If it is, just follow the instructions even though you may have done it before

Yes, its a legitimate request. Respond back to their inquiry as soon as possible & follow the instructions that they provided to you in the inquiry request.

Without looking at the Ops sells history, could be when they signed up the sales level only required the last 4 to setup Managed pay, they have gone past the level and now need to supply full SS number.

that's what raised the red flag for my post
based on "Sold Listing" The OP exceeded 600.00 mid March.....
most people I see posting are either just approaching or have just exceeded the new threshhold when they get the notice......just being cautious, that's all

It depends on when you signed up.
I signed up a year ago last January and they required the whole SSN then.
It was shortly after that they went to the last 4 of the SSN.

Yep, that was when I signed up and I too needed to give my full SSN.

actually, it was "and" not "or". You could have 199 sales with 5 billion dollars and no 1099.
