OK, I'll try again. I thought I posted a question but I can't find it so perhaps I didn't. This should be a simple thing but it has me stumped. I want to set up a bank account to receive payments and pay fees. When I go "account settings" and click on "payments" under "Payment information" it leads to "add cards and accounts". Clicking on that leads to the question "what will you use this payment method for" and gives two options "checkout" and "auctions and offers". No where does it offer a bank account option. And when I click on either option a bank account option is not there.

Now, I'm trying to figure out how add that information and, if I do maybe, the option to add a bank account will show up under "payments. Thanks in advance for any help.

Thanks again for everyone's help, but I think at this point I'm going to reboot. After several back and forths I finally got the Ebay chatbot to tell me that a live rep would call me and my wait time would be about 2 minutes. It's now been over 2 hours and I've heard nothing. I think when I originally set up my Ebay account I must have done something wrong because my issue seems so simple to resolve. So, I'm going to delete my current account and set up another one, being very careful to read and follow all instructions.

I did another search and a discussion from 2023 came up and a number of folks were having the same problem and were told that after they listed their first item the option to "add bank account" became available to them. Has anyone heard of this?

Yes, I have heard of that.
I just checked with an account that used to sell a lot, but which has never registered for managed payments. I tried the links you were given, and I just get to a page to start a listing as well. There's no way that I can see to register for payments at this time.
I know that, for export sellers, they have to start a listing before they can get to the page to complete registering as a seller (which is a bit different for them, because they are not based in the USA). In that situation, the export seller's listing gets saved as a draft, and then they are sent to the page to register for receiving payouts. For them, that is the published process. It's not exactly the same for sellers in the USA, though.
From what other new sellers have said, for sellers based in the USA, you would be able to complete the listing, and then you are able to register to receive payouts.
