For years I've been annoyed and frustrated that Ebay has NO clear, honest, complete, statement as to how they calculate and arrive at the payout to sellers after a sale. So here it is to help whoever needs it.

Yes, but the 13.25% applies only for starter store subscribers in: Most categories, including Trading CardsCollectible Card Games, and eBay Motors > Parts & AccessoriesAutomotive Tools & Supplies, and Safety & Security Accessories, Coins & Paper Money > Bullion.

Well -- I tried to make a couple edits to the OP's chart, and it got posted before I finished my comments.  

So I deleted my comments but can't delete the whole post. 

 

In general, that chart is accurate, BUT contains some misunderstandings about the fees (the 30 cent fee per order is not "plus or minus other fees").  And can be confusing, because the Final Value Fee percentage vary widely depending on the category.  (Guitars or jewelry?  Different fee percentages!)  

BTW, eBay's User Agreement does provide info on fees in a very clear, honest, and complete manner.

Not completely true.  
My selling ID has never had an eBay store at the starter or any other level, and probably never will.  
In fact, I think the majority of lower-volume sellers on eBay are regular people selling stuff from their garage or spare room.  

For any such seller, that 13.25% is the Final Value Fee (FVF) percentage for most categories, as this poster listed.  
My selling ID's most recent sales have been sewing patterns and craft-y kits, plus old household decor from the mid-20th century.  All those things have been subject to a 13.25% FVF.  However, when she sold items from her collection of Joan Rivers Jewelry, those items were subject to a 15.00% FVF.  Not because of the presence or absence of an eBay Store, but because those are eBay's FVF percentages for those kinds of items.
