After dealing with a seller, I sent back an item that did not correspond his description with an agreement of fully refund + his payment for shipping back. When seller received back the item, I see that not full refund has been issued by the seller (about 75% of amount). Now, the seller has gotten his item, but I, as a buyer, did not get my refund, and the case is closed automatically by eBay. I can do nothing. I tried to communicate with the seller, but he refuses to refund. I also tried to reopen a case to claim the problem, but there is no such option for the closed case. Is this a eBay policy of cases resolution to close a case before customer receives his money back for wrong item and can't do nothing with that? The seller still did not respond to my demand of full refund. Again, the returning reason was the wrong item, absolutely different product has been sent to me. Consequently, according to eBay resolution center, since my case is closed and there is no option to dispute the seller fraud, I can make a conclusion that any seller can send you wrong item and then charge you 25% of the price for his inconvenience in case you decide to return it.

If you can't get the remainder of your refund through eBay, go to your payment provider. PayPal if you used them, or your credit card company or bank.
