I bought an item on 21st September and I received a refund text on PayPal but my account is still not updated today, what is wrong

Call PayPal costumer service and ask them about the refund. I think it will be enough to find out the status of your refund. The second best option would be calling eBay costumer service and asking for the status of your refund.

The third option would be to call or stop by your local bank and ask them about the status of the refund.

You're best to contact Paypal directly.  Contacting Ebay customer service is a waste of time.  They won't know anymore than you do.  They never do. Call Paypal.

I tried calling them, PayPal says they refunded my account and the bank says there is no transaction 😭😭😭

Refunds go back to the payment source. If you paid with funds in your PayPal account it goes back to your PayPal account not to your bank. If you paid using a credit card on PayPal it goes back to your credit card and that takes a couple of days to a whole billing period to show up as a credit on your card account.
