Hello. I had a problem with a recent order and I started a return and the seller offered me a partial refund. I accepted the partial because it was pretty good amount and seller said I could keep the item, but when I accepted the offer it said there was a problem with the refund and ebay would ask the seller to try again. What does this mean? Will I still get my refund? I've never had this happened to me before.

It probably means that the seller didn't have enough funds in his account to issue the refund. If you hear nothing for a day or two, try contacting the seller.
You can also ask for a call back at the bottom of this page from eBay CS.

I would contact the seller today to ask about your refund, and if you do not get a reply by tomorrow, I would follow the directions given to you by rebell45 and contact customer service via the information provided.
If the seller has other items up as buy it now, there is very little reason to think that they are not checking their eBay daily. Although, there may be some extenuating circumstance that may not allow for their not getting back to you.
As a seller, I truly believe that we all need to be more invested in our customer service.

Yeah I contacted the seller about it, but he hasn't returned my messages. I'm a bit concerned, but I'll contact ebay and see what's going on like you suggested. Thanks a lot.

If you have problems getting a call back, you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem. They are usually pretty good at getting back to you in a day or so.
