The 1099 and SSN were Congress asking for your personal information, not eBay. IMHO it is unfair to blame eBay for complying with Federal law.

Not sure about the driver's license. Did they say why they needed it? My guess would be to help them verify that you are the person who belongs to the bank account.

Blame all the shady people in the world, not eBay. If people would just be honest then this would never be an issue. But since so many fake accounts selling but not fulfilling or selling counterfeits, etc. it’s just the way the people of this world have created the insecurities within the system.
