Payouts on hold due to restricted account, but can still sell and purchase

My account for payouts/deposits to my Bank are restricted. My account to deposit my fund to an established Bank account with backup of a viable bank credit card. You have indicated you have sent me messages via email or MY EBAY messages, but no messages have been received, so as a trusted seller/buyer for many many years (2 decades) I would appreciate a reason so I can correct a mistakes I have performed.
