Sure , but since your in SriLanka you will need to call your bank first to allow any foreign transactions as your bank imposted blocks  on those as per your government.

eBay accepts Visa debit cards. 

However, at times some banks in Sri Lanka limits foreign transactions. If your payment is  declined try later or call your bank and have them allow online International payments.

I think you need to sign up with Payoneer for Sri Lanka payments to finalize on eBay and then you add your payment methods, such as your debit card, onto your Payoneer account.

No, buyers do not need a Payoneer account to pay for an item. Where did you get that from?

If they are selling they need Payoneer for managed payments proceeds.

It's your bank in Sri Lanka that is blocking the payments, contact them.

If your bank is in Sri Lanka, some banks have restricted international payments, so call the bank.
