Are you having issues paying for your item?

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Are you buying and trying to pay for your item or are you trying to set up an account for selling?

There are two types of payment methods needed for sellers. A method to deposit the buyer's payment is needed for sellers to receive buyer funds. In Sri Lanka that is  a Payoneer account attached to your eBay account. Then you will need a payment method for seller fees that aren't taken from the payout.

For paying for purchases you will most likely need to contact your bank and find your limits. Your government says at times some banks in Sri Lanka will be limiting foreign transactions, to call your bank if you encounter a problem paying.
