What type of eBay account do you have, and what type of Payoneer account are you trying to link to eBay?
On eBay you can sell on a personal or a business account. If you have a personal eBay account you must link an Individual Payoneer account. If you have a business eBay account you must link a Company Payoneer account. Payoneer lets you know right away when you're successfully linked to eBay. Then it takes eBay 2-4 weeks to activate your selling account. They'll send you an email saying you're all set.
If you already have a Payoneer account but there's been no activity for several months make sure it's not temporarily closed for no activity. You'll have to re-enter your 4 digit card if it's closed.
