Im having a hard time paying for an item i bought on auction.. I received an email saying i won the auction and it gives me an option to pay now for the item.. when clicking it it then says the seller hasnt specified shipping options to your location, contact seller, when i contact him he just says contact ebay "I only use ebay global shipping" I cant contact ebay only get throough to chat bot..... PLEASE HELP!!! Very frustrating

What country is seller from? Global shipping is not in the US: it's now EIS (Ebay International Shipping) and depends on if buyer is signed up for EIS or not (again, if seller is in US)

Ebay Global Shipping or Ebay International Shipping will not ship items which violate the import laws in your country or the export laws in the sellers country.
You may not be able to buy this item. The seller is unlikely to have any further information.
Normal customer service reps probably will just make up an answer.
Since you have not told us what the item is, I cannot be more specific about why this might be happening.

item is a small viewing Screen (monitor) needs to be shipped to south africa

I do not believe buyers need not sign up for EIS delivery. They can choose to pay for it or not.
The seller would not be told whether EIS rejects an order due to prohibitions. The buyer would get the message the OP received.

If such a product does not meet safety standards required by the South African government, there is an excellent chance EIS will not ship the item.
I have no knowledge of the safety requirements of more than a few countries which is why I delegate these decisions to EIS. I have enough cluttering my mind without that information.
