I don't know what to do... I had to refund a customer because their item got stuck at a postal hub for a month. They have received the item and want to know how to get my money to me. Of course, online chat is unavailable and so is having ebay contact me. How do I get my money returned to me?

You can to send them an invoice thru paypal.............I found the easiest thing to do was to relist the item at a high price with Best offer and repayment of refunded item and the # in the description then send them a link so they could rebuy..... Both of you mark paid.....
You may get a ding on not uploading tracking........but ebay will remove it......

eBay has no option in place for this scenario for Managed Payment sellers. With PayPal, the seller had the buyer's PayPal email address so they could simply send a PP invoice. But not with Managed Payments.
Some say that it's okay to share email addresses with someone that you are in a transaction with in eBay messages, but others say that it's not due to a recent rule change.
If you have opted in to sharing you phone number with buyers, you could have them call you. https://www.ebay.com/help/selling/resolving-buyer-issues/contacting-buyer-bidder?id=4083&st=12&pos=1... But I don't think you can do that retroactively.
So you could go the auction route as mentioned above, and risk a defect, or go the old fashion way, snail mail them an invoice with your contact info..
