PayPal keeps fees NOT refunded when seller issues full refund? Really?

I just learned from 2019 PayPal began to keep the PayPal fees not refunded when seller issues full refund to a buyer.

Is this TRUE?

Let's say PayPal fees are 2.9% plus a fixed $0.30. When a buyer sends payment $100, the PayPal fee is $100 x 2.9% + $0.30 = $3.20 and the seller's net income is $100 - $3.20 = $96.80. If the sellers issues full refund $100 to the buyer, the $96.80 is refunded to buyer, but the fees $3.20 NOT. Instead, for the remaining $3.20 to be refunded to the buyer as well, the seller has to use his OWN money either from PayPal balance or bank account as funding source. So after a successful refund the seller loses $3.20.

I just want to know if ALL ABOVE IS THE BRUTAL  REALITY ? Did any seller really experience such loss???

Consider below scenarios:

(1) A buyer places an order on eBay for a high-value item $10,000. Only in a couple of minutes the buyer changes mind and requests to cancel order. Buyer says he will refuse package if seller insists on shipping to fulfill the order. Seller has to agree to cancel and issues full refund. Finally seller loses a big amount of money $10,000 x 2.9% + $0.30 = $290.30 because of buyer remorse.
(2) Another buyer bought an item from a seller. After 3 months of receiving, the item becomes defective but no longer eligible for return. The angry buyer decides to punish the seller. He just does above: intentionally places a high-volume item order from the seller and then requests order cancellation.

All these are so unfair to seller and how can PayPal have such policy?!

As sellers we no longer deal with PP for processing payments for eBay sales .............. so not applicable.

Yes I was using PP a lot back then and what they did not refund was the fixed portion of the fee, at the time 30 cents. Ebay actually does the same thing, now it is 40 cents on any fully refunded transaction that they keep.
