PAYPAL don't work

How do I pay the seller when his paypal doesn't work,my money keeps coming back?

The salesman suggested this to me:

 

Hi, the only solution is to make the payment together with an ebay call center operator who checks with you where you find the problem.
This was told to me by ebay and paypal.

Does the Shipping section of the listing show that the seller ships to Serbia?  Each seller decides where they will ship and can exclude any countries they wish.  If they don’t ship to your country, payment won’t go through.

 

This thing about “making payment with an eBay call center operator” sounds very suspicious.  That’s not how Ebay works.  That sounds more like the start of a scam.

 

The sellers PayPal not working has nothing to do with anything, since PayPal no longer processes payments for sellers.

 

As suggested above, you should be able to click on Pay Now with the listing and get payment to go through - assuming the seller ships to your location, as I mentioned above.

The seller may not have the eBay account set up to receive payment from Serbia. Many sellers do not accept payment from locations they do not ship directly to. If that is the only problem, the seller should be able to change the Buyer Requirement settings or add the buyer to the Buyer Exemption list.

I wonder if the seller has the item listed for domestic sale only (within Italy), and international payments are automatically refused, something like that.

Well, this description of the payments being "accepted" and then returned immediately is unusual. 

 

That's now how it usually works if a listing doesn't allow international shipping. In my experience, it doesn't allow you to pay at all, unless the shipping address is in the region that the seller ships to.

 

That's why I'm thinking it might be something more unusual, like a seller that hasn't registered for managed payments. eBay has changed what happens in that situation several times over the last year or so, so this could be something new.

It's not a problem,I agreed everything with the seller the problem is about transferring money!

Have you asked the seller if he's enrolled in Managed Payments?

He should be, because all seller are supposed to have been signed up by the 1st of January.

You still pay through Paypal, but the seller receives his money into his bank account in Managed Payments.

We can't help you figure out how to transfer the money, unless you tell us what item you're trying to buy so we can take a look at the listing.

 

Just don't pay outside eBay, or click a link or call a phone number that the seller gives you. That would be a scam.

My vote is that the seller has not yet signed up for MP and the payment keeps bouncing back to the buyer because there is no account for it to be deposited into.

Sounds like a possible reason,in any case the seller has a link to this discussion,I hope he will solve the problem.

If the seller has not signed up for managed payments, then he is trying to get you to pay outside of eBay.

 

If you do that, the purchase will not be covered by eBay Money Back Guarantee, you probably won't have any buyer protection at all.

Yes, and we were trying to get confirmation of that, but @dacha011 refuses to cooperate and help us.

@dacha011 shared the item number with me by private message, so I was able to find out why they can't pay.

 

The seller is registered for Managed Payments, so that's not the problem.

 

The item was listed for sale on eBay Italy, and only offers shipping to Italy. So OP can't pay for it because it can't be shipped to their shipping address in Serbia. (Also, it doesn't show up in searches on eBay.com, because it won't ship to the USA either.)

 

I advised Dacha011 that the seller would need to find out the shipping cost, and send them an invoice with the shipping cost, and then they would be able to pay.

 

The other option would be to find a freight forwarding service in Italy, so they can use a forwarding address in Italy. However, their buyer protection would end when the item was delivered to the forwarding address, and it is important to Dacha011 that the purchase be covered by buyer protection, so this is not a good option.

Update:

 

In more private messages, it turns out that the seller has sent @dacha011 an invoice, with the shipping costs to his shipping address in Serbia.

 

So he is able to complete the checkout page and pay, but the payment doesn't process successfully. You know that brief time interval, of a few seconds to a few minutes, before the payment is completed? Well, in this case, the payment doesn't get completed, it fails. I've never heard of this before.

 

He is trying to pay with PayPal, and PayPal said there was a problem "with the seller's PayPal account". However, the seller is registered in Managed Payments, so the payment is being sent to eBay Managed Payments, not to the seller's PayPal account. But, it appears that eBay is rejecting the payment, or it is not completing for some reason.

 

I haven't heard or seen reports of this happening before, so I thought I would describe it here in case anyone else has any suggestions?

tyler@ebay as an eBay employee, can you help the OP @dacha011 with this situation. Can you tell him how to contact eBay payments to resolve this issue, or how he can successfully complete the payment? Dacha011 can provide you with the details privately, if they are needed.

 

Summary:   dacha011 (the buyer) is not able to pay for an item.

 

Buyer lives in Serbia, and purchased an item listed on eBay Italy, with shipping specified only to Italy. The seller sent buyer an invoice with shipping costs to Serbia, and buyer paid with PayPal. However, the payment did not successfully complete the "processing" phase which usually takes between a few seconds to a few minutes. However, instead of the payment going to "Completed" status, the payment failed and the amount went back to his PayPal account.

 

The seller has not received feedback for selling since June 2020, so there may be issues with the seller's registration for managed payments. The listing shows google pay as an available payment, so it should be processed by managed payments. 

 

Buyer has attempted to pay in many ways, all with the same results (unsuccessful, payment not completed).

 

  1. Buyer tried to pay with PayPal on different eBay websites (ebay.com, ebay.it, ebay.de).
  2. Buyer tried to pay with a credit card, rather than through PayPal.
  3. Seller created a new listing, with international shipping specified to Serbia and many other countries. Buyer purchased the new listing, and tried to pay again.

In all cases, buyer reports the same results: the payment is sent, but does not successfully get through the "processing" status. Instead, the "processing" ends unsuccessfully, and the payment is not completed.
