I am not a US resident and not a US citizen that wants to sell in ebay.com, I live overseas. The items are located in the US, I have partnered with manufacturers to list their products in the US eBay site and will sell only in the US. What are the steps I have to take to be onboarded in managed payments? I know I have to get a bank account and ITIN/SSN, but is it possible to sell on ebay.com on my case? Anyone here get through this, what are your experience?

My kneejerk reaction is that this idea will be very problematic, but wait for other posters... I can't pinpoint the exact reason.

If you, yourself, don't live in the USA, then your registration address on your eBay account should be the address where you live, in your country.
eBay policy is that you need to keep your registration contact address correct and up to date. If you don't live in the USA, then you can't use a USA address for your registration address, because that would violate policy.
To register for managed payments, your first step is to correct your registration address, and then sign up for managed payments, and provide whatever information they request, which may vary depending on where you live.
