Why does it only allow me to take out $0.21-0.98 cents for a daily take out and I can’t fully access my available funds, I tried to change it twice and now I am locked out of it, can someone please get back to me with tips I just want to be able to access my money that I earned by selling my items to buyers.

I'm not sure you did your homework and read up on the requirements for a new seller.  These links will help.

You're a new seller, so your funds will be held for a short time.

Once the funds are released, they'll be sent to the checking account you provided in your MP account, on the schedule you chose.

Just a little more information.

You can go to your Seller Hub.  Hover over the Payments tab and a drop down menu will appear.  Select Summary.  That will take you to a screen that tells you how much you have in Processing payments, how much is on hold and how much is Available for payout.  If you are continuing to see these small dollar values, change your payout schedule from Daily to Weekly so you don't have all these little bitty deposits.

The micro transactions are used so you can prove the checking account belongs to you. Did you enter the amounts of the transactions on the Managed Payments confirmation page? Until you do that, they aren't going to ship out any more money.
