I had a customer who put in a request saying they didn't receive the item on the same day they received it.  So the request was closed that same day.  Ebay withheld the funds immediately from the payout the next day, even though the funds were released the same day.  This is a line item in the Ebay payout summary:   Hold for case ID XXXXXXX opens in a new window or tab Released.  They should have the item description in there so you can see at a glance what the item is.  It's so hard to follow when funds are released and when they're sent to your bank.  Why withhold funds anyway?  Don't withhold funds until the issue is resolved.  Don't withhold funds on returns until the issue is resolved.  Don't withhold funds until the dispute has been resolved.

Managed Payments

Welcome to Managed Payments. They will hold the money in your account until the issue is resolved.  If they decide to refund the buyer, they will take that $ from somewhere else,  like your bank account. Then, after the buyer gets the refund, they'll think about releasing the held funds.
