INR But tracking shows delivered

I just had a buyer open an INR, they are in Italy, and tracking shows the item was delivered on Jan 5th.

I responded to the case, showing the tracking and that it was delivered. So why is eBay holding the funds?

Update, contacted eBay through chat, they were able to see that it was delivered so they closed the case.

BUT what they sent me was they see that the buyer verified it was delivered.

No such thing. They buyer sent a message saying the item had NOT been received and they wanted a refund .

So what gives here? Is eBay refunding the buyer?
