Managed Payment fee

I just started on MP on 8/24. The first week I was not charged the ebay fee on the tax.  9/1 that changed. Why am I now being charged the fee on tax collected? Is there some new rule on this that I don't know about?

The eBay fees apply to the total a buyer pays including sales tax.

EBay just didn't start charging the fee on the sales tax until 9/1
