Buyer didn’t receive the item. She has contacted her post office and she now has a case #. Now she is requesting a refund. Tracking shows it was delivered and where it was left. What do I do now? Do I have to refund her? Thank you

If she opens a INR case on eBay you are protected if the item shows delivered. Same thing if she opens a case with PayPal, up load the tracking and you will win. However, if she opens a dispute with her credit card co or bank, you probably lose.
If she has not opened a case, you don't need to respond, although I'd advise her to follow up with the PO and find out if it was actually delivered to her address. Could have been porch pirates, in which case you're not responsible.

I'm impressed she was able to get a case number from the Post Office. She wasn't the purchaser of their services (you were) and they won't normally take a case from the mail recipient... only from the sender.
I'm sure she sent you a copy of her case information, yes? On the letterhead of the Post Office that opened the case for her? Just so she can document that, yes, really and truly there's an open case and I would never say there was if there wasn't and when are you going to give me back my money for the item the Post Office says they're looking for and I promise (cross my heart) that despite what they said in their tracking, I never did get it?

If your buyer opens an Item Not Received claim, load your 'Delivered' tracking number into the case notes. You'll win.

If she has opened an Ebay case claiming that the package was not received then be sure to upload your tracking number to the case. Follow the instructions for responding to the dispute and you will see one option for adding the tracking number. Do that. Even if you printed the label on line and the tracking number shows as part of the original purchase you must submit it to the case if the buyer has filed a dispute.
If it shows as delivered to the City and Zip of the address that you got with the payment then you are good to go. You do not need to refund as long as you can prove delivery. It is not your problem if the package was stolen off her porch.
As for the case number from the post office - that is automatically given out when you file a missing mail case on line. I doubt that the PO is going to keep it open very long since their own tracking says that they delivered it. Although I have noticed when I filed the report myself for packages that eventually showed up later that it seems to take at least 3 days before the USPS system responds to you to say that the package has now been delivered.
