What is ebay anyway? They were a venue? Now what are they? A 3rd party payment processor? You call them up and they say they can't take calls. You follow the links on their website and they say customer service is not available. They mention a chat service but I see none. I see at&t type automation. Are there not laws regarding their obligations to customers? They're playing around with our money. In some cases they are holding our money for no good reason. My ebay bill is negative right now. They owe me, not the other way around. Who do you complain to? Who is the bank they are using? Who is the processor?

Spoke to them Via live chat 4-5 days ago. Scroll to bottom where it says "Help & Contact" Click that scroll to the bottom again and there is a section to contact them and you can pick what it regards. Take about 2 minutes to get someone on chat. They won't always be able to fix your problem but can escalate it to other people.

eBay is marketplace facilitator.

No, there are no laws that apply to "obligations to customers" in this context

You may contact eBay's customer service in a number of ways.

I don't understand what you're asking. The bank they're using for what?

Some sellers are still having their payments processed by PayPal. Those enrolled in Managed Payments are having their payments processed by Adyen.

Dear lord - the last thing we need is the federal govt deciding what level of customer service is required. Thing is that you have options - eBay isn’t the only place to buy and sell.

eBay is a business that only cares about their own pocket. The little people can go scratch, not give their honest opinion, and be "handled" with a scripted outsourced "representative" if the user is in need of customer service.
If you complain, they give you unsympathetic, rehearsed scripted answers with no compassion, the only goal is to be done you with and your problem.
