Is anyone else not getting ANY help from Ebay agents on issues with purchases?

For the last month, I have been trying to correct an error in payment for a purchase on Ebay. 

I purchased an item and seller accepted the offer ($11.50 instead of $13.50). I paid with an Ebay gift card  in the pay now link sent by the seller.

I was charged the $13.50 amount instead of $11.50

I messaged the seller to correct it - they ignored me.

I asked ebay to step in to correct the issue since,- 11 agents and weeks  later - "Joshua" said "Ebay has your back, this case is closed".

The $2 refund was due back on the gift card Wed 12/20/23 (at the time was 72 hours after what  Ebay said I had to wait).

The credit has yet to arrive on the gift card as of  this date (12/23/23)

The Ebay agent "BJ Karl" (as of (13:01)(12/23/23)),  said  "I understand how frustrating this is, but I'm unable to provide you with any further information on this. Please contact the seller further so they can refund you the $2 difference. It is clear that I have stated the best solution for you. I will have to end this chat now. Thank you for contacting ebay customer service. Have a nice day!

This was AFTER I told BJ Karl that the seller ignores my messages!

After 18 years buying on Ebay, this is the first time I have ever had any problem with a payment on Ebay!

Ebay has really gone off the rails as of late!

Is anybody else having issues with not getting help from Ebay lately?

A little confused about that statement....did you send an offer in which the seller accepted or did you buy it at the regular price and then tried to barter after the sale?

Well ebay refunded me for tax over charged on 4 purchases 3 sellers within 48 hours. They called me and it went easy peasy.
