eBay automatically sends the invoice when the buyer wins.

Sounds like the buyer is setting you up for a scam. If they are emailing you, STOP responding! If they don't pay by approved methods, on day 5 after the sell, cancel for non-payment. Then block. Why would a buyer send you an invoice anyway? If you/they are trying to take off the platform, is your account worth loosing over one sale?

No scam he has gotten a lot of cards from me and I told him to give me a invoice so I can give him a break on shipping but he dose not no how to send for a total so I can do that

Again, why would a BUYER need to send a SELLER an invoice?
An invoice is essentially a bill. Why would a buyer be billing a seller?
We definitely need clarification.

Buyers don’t, and can’t, send invoices. What information do you need from the buyer?

I don't know if it is just your choice of words to use, but this simply makes no sense at all. The buyer didn't SELL anything, so they can't send you an "invoice". You are the seller therefore you are the ONLY one that can send an "invoice". I'm unsure as to why you would even think a buyer could send you an "invoice". You certainly aren't a new seller.
If the buyer wants a discount on the shipping because they purchased a few items, it is YOU that needs to create the invoice with a REDUCED shipping charge and then send it to the buyer. The Buyer just needs to WAIT on YOU to accomplish this and then they can pay.
If the buyer does not know how to request an invoice with for combined shipping, what is the big deal. You know they want it. Tell them to purchase whatever items they want, but don't pay yet. When they are done, drop you a email and tell you they are done and then you can send them an invoice with a shipping discount.
I think you are making this far more difficult than they need it to be.
FYI if they are putting the stuff they want in the shopping cart and are asking you what the shipping would be before they complete the purchase, you need to be aware that the option to request a total from the seller is NOT always working. It has some problems, especially in the mobile app.
So if you have IPR on your listings. Then the buyer would need to go ahead and purchase all the items in their shopping cart and then you can issue them an appropriate refund on whatever they overpaid in shipping.
