So I just sold an item and after receiving payment the buyer wants to add additional insurance on the shipment. Can I send a second invoice for insurance?

I think the buyer doesn't understand that their insurance is eBay's Money Back Guarantee if it gets lost or arrives damage. They don't need insurance.
You, on the other hand can choose to insure the item in case it gets lost or damaged so you can recoup the money you would be forced to refund the buyer.
You are allowed to insure and make the buyer pay for it but you would have to build it into the shipping and handling or item cost when you make a listing.
Bottom line is you can't ask for insurance costs or collect money for insurance as a separate fee after the end of the auction. If you want to insure you have to pay for it out of your pocket.

Shipping by USPS GA comes with insurance.
Rather difficult to insure/collect insurance for more than an item is worth/sells for

Since eBay will make the seller refund in full if it arrives damaged or is lost, the buyer has no need to pay for any insurance. eBay may take issue with you sending such an invoice too.

Shipping insurance is not for the recipient (buyer), it is for the sender (you the seller).
There is no option to send an invoice anyway once the item is paid for.

I'd ask what he thinks insurance will do for him.
It doesn't make for faster delivery- but an upgraded shipping service would.
You can charge for a requested upgrade.
It doesn't prevent porch piracy- but Signature Confirmation will.

And as already pointed out, non-delivery, late delivery, and not as described problems are covered by the Money Back Guarantee.
Not every transaction is worth having.
Not every transaction will go perfectly.
And you can ask the customer if, since you cannot provide the extra service he wants, he might prefer to cancel the sale and find another seller who can.
