Immediate Payment

Is immediate payment just for "buy it now" and not "offer" items? If you combine shipping, is immediate payment not available? Over the past few weeks I have multiple offers that I accepted within an hour and they were never paid for. I am just trying to solve this problem. I tried to add it to my offer items and got:

Immediate payment is for fixed price listings, not offers.

eBay is experimenting with requiring some buyers to provide a payment method when making an offer, but until the experiment is extended to all accounts, any accepted offer could still wind up being unpaid. Sellers have no way in advance to know if an offer will be paid.
