how will ebay site deal with this issue? Since July 1th, orders from outside EU will be charged with 23% iva. That´s ok, but the order will be stopped by Fiscal authorities and that will bring extras costs, making it too expensive to shop at the site, unless a payment of iva on the act of shopping is made available and the orders can pass through on arrival to the country. Is ebay going to adjust the site to cover this issue?

eBay collects the VAT. If the seller buys the shipping label through eBay, it will automatically be marked with eBay's VAT # and that the VAT has been paid. Otherwise, the seller is supposed to make sure it is added to the label. That way the package should pass through customs without additional fees.
