I think I’m being scammed. Got a message “ Sorry, your order couldn't be cancelled” after cancel

Long story short, I hadn’t shopped in eBay in many years. I purchased a GPU for what I thought was a great price but after some reflection and hitting the buy button I figured it was too good to be true. Seller had 27 reviews and 100% satisfaction but I realized they had literally just been selling oil and kitty litter which was suspect. 

so I request a cancellation and pressure the seller. The sellers accepts and items goes into cancellation pending. I call eBay to follow up and the lady on the phone after putting me on hold  says “good news, it looks like we will be refunding you. You’re all good.” Fast forward to today I see the order changes to “cancellation closed no refund”.

to be precise for future searches it says the following.  

We couldn’t cancel your order because there was an issue with the refund. If you don’t receive the it by the estimated delivery date, please report that your order hasn’t arrived. If you receive the item(s), you can request a return.

at this point I have no clue what is going on. I can call eBay again on Monday but I’m so confused. This is totally contradictory to what the lady I spoke to at eBay support said after she put me on hold to check on what the status indicated with cancel pending. she mentioned an issue with the sellers account having funds but assured me eBay would be refunding. 

I figure if they are a scammer they wouldn’t have funds. Now I’m worried about them trying to use an excuse of shipping  the item with a same zip code tracking number that’s stolen. Can they even do that when it’s in this status? The lady on the phone said the seller accepted the cancellation. How can they go back on it after that? That seems borderline illegal.

 eBay wants their .30 transaction fee before eBay will refund through a cancellation. If the seller hasn't  added a payment method for seller fees then the cancellation and a refund won't  happen. Then you'll need to get a refund by returning the item or filing a not received claim if you don't get it.

It appears they pulled a same zip code scam. I called support and they filed an INR because the Order on the portal showed cancelled but they didn’t have funds as shown in my previous reply. I asked the rep why file an INR and he said this is for the refund money. I asked him if the seller could still attach a tracking number after cancelling the order. He said no. Then suddenly a tracking number came up tonight. Looked at the package and it shows 11 pounds and it’s 1/15 packages signed by someone id never heard of.  The gpu is 3 lbs. the agent assured me they couldn’t do this as the order status was cancelled but here we are. I guess I need to call UPS in the morning and ask for some sort of proof or go to the ups store.
