Please advise what should I do as below situation.
I purchased Jackley portable battery on 8/ 24/21. Ebay system showed my order will be on 9/2/21 by UPS
Suddenly seller sent shipping information 6:35pm on 8/26/21. and he sent by FedEx Not UPS without any notice .But I didn't get it at that time. FedEx system showed it was delivered 5:23pm on 8/26/21. Is it make sense after deliver get tracking number?
So, I messaged to seller due to I didn't get it. But seller didn't any reply .Also I tried to report on email system. But system didn't accept my report at that time. I didn't have any choice So, I disputed Paypal on 8/27/21.
Paypal system said will review. but today Papal denied my disputed. the battery coat is $980.
How come seller didn't make secure shipping and informed after delivered .
Even I didn't get shipment information as of size & pound due to it supposed be heavy and noticed package.
WHAT SHOULD I DO .......

Im sorry but if Fedex showed delivery,the seller cannot be held responsible. Did you call Fedex to make sure it was delivered to your address? With the price of that battery, the seller should have had signature required..did he?

The seller doesn't have to provide the buyer with tracking, but they do have to give the tracking number to eBay or PayPal if a case is filed.
PayPal knows it has to be a signature delivery with a claim over #750 so the FedEx driver must have signed (they've been doing that during Covid, or they take a picture of the package on your porch) or else PayPal would've refunded you.
Call FedEx and make sure it was delivered to your street address because there's a type of scam where the seller mails some trinket to a different address in the same city. Get it in writing the delivery address was not your address. Then appeal if that's what happened.

You have purchased enough things on Ebay to know that a seller is not responsible to let you know when an item has been delivered. That just isn't something most sellers do.

So you filed a claim in PP for an item not received, is that correct? And you lost that claim, right?!
OK, here is what you need to do first thing tomorrow. Contact Federal Express, have the tracking number handy. Let them know you need the exact address it was shipped to and received at. You need to know who signed for it. You also want to know the dimensions of the package and the weight. After gathering all that information, then ask them to email it to you.
Once you have this in hand, you need to CALL PayPal. Since you opened the claim in PP, lets go back to there first. You want to give them all the information you gather, plus the FACT that Ebay sellers are NOT covered under Seller Protection for INRs if the item is sold for over $750 and they don't get a signature.
But I suspect they shipped a smaller package to someone in your zip code and not to you. But Fed Ex is the place to start. So gather that info. Then come back here and tell us what you have found PLEASE.
DO NOT open a claim in Ebay. That would be a breach of the Ebay rules since you opened a claim in PP. So don't do that.
