You can't as a buyer. That is from the sellers end. You could contact the seller and ask if they would turn it off. I have been able to pick the payment source I want to use but I do not use Pay-Pal having removed it and am only using my credit or debit cards.

eBay has been moving in the auto-pay direction for a year or more. Like @redmodelt stated, each seller has the option to turn it off or on.
Some sellers experience a lot of non-payers and they have it on. Some sellers do not even know they have it set to on.
I do not get many non-payers so mine is set to off. Buyers can pay when they want.

if using paypal go to paypal and remove ebay from "Authorized Users" list. that might help. I just did that. It only makes sense if youre not selling, just buying. If you're a buyer, Ebay should let the buyer log into Payal each and every time to pay for something and not automatically send Paypal an invoice. This is total **bleep**.
