PayPal does not process the payments on eBay anymore, and sellers can't receive payments into their PayPal accounts. You have to register for Managed Payments. For sellers in the Philippines, Managed Payments will deposit your payments into a Payoneer account, so you can register for a Payoneer account while you are registering for managed payments.
Buyers can still use PayPal to pay, along with other payment options, but the payment is processed by managed payments now, not Paypal.

It looks like ebay isn't managing payments for the Philippines right now. This is what I read on the start selling page:
*At this time, eBay will not be managing payments on www.ebay.com.sg, www.ebay.com.my, www.ebay.com.hk, or www.ebay.ph. Only domestic sellers will be able to list on these sites and buyers will only be able to pay by cash on pickup, cheque or money order. For example, only sellers living or established in Malaysia may list on www.ebay.com.my.

OP is in the Philippines so PayPal may still be an option, as Managed Payments does not apply to many of those countries...

@ckimodog, thanks for the info. Would you please post the link to the webpage where that is stated?
I tried to find it, but I wasn't able to find a current eBay help page that has that text on it.
I would like to see the context for that statement, but as I read it, that applies for buyers payments for purchases that are made on those websites. Only domestic sellers in those countries will be able to list on those eBay websites, and if online payments are not accepted (as it says) then I would expect that the only buyers will be local buyers.
Those listings would not be shown or searchable on other eBay websites, which require that buyers have safe online payment methods, and for payments to be made through eBay Checkout.
That statement clearly does not include PayPal as an acceptable method for sellers to receive payments (or perhaps it would be more correct to say purchases) on those eBay websites anyway. Which is what @mary_wa_68 was asking about.

I went to ebay/help/home and typed in "start selling." Clicked on it and clicked on the the countries that are allowed to sell on ebay. All the way at the bottom is where I saw the info on the managed payments for the Philippines. I cut and pasted it and added it to my reply.

You have to expand the list of eligible countries on this page to find the quoted text:

There isn't much more context available there, so I think my initial interpretation still applies. The payment method information stated there, would only apply for purchases made on those listed websites.
@mary_wa_68, according to this help page on eBay Philippines, you should be able to sign up for Managed Payments and your payments will be deposited to your Payoneer account. You can get more information on this page, and use the links on this page to sign up for a Payoneer account. Other sellers who use Payoneer have reported that it can take a couple of weeks to complete the registration, and for your eBay selling account to be activated.
You should be able to use this method to receive your payments when you are listing on eBay.com as a Global Seller.

Pay Pal is no longer an option for sellers.
To sell here, you have to sign up for Managed Payments.
