This is really important because I need to know if I bid on an item if I'll be able to pay for it. eBay won't let me link my Paypal account but will I still be able to use it to buy an item?

@itazuramono Managed payments is only for sellers and how they receive their payments. Buyers can always use PP just as they did before. If you have a PP balance then that is what you will use when you purchase anything on eBay. Best of luck to you....

Yes, PayPal accounts don’t need to be linked to use it to pay for purchases.

I think that depends on what type of Pay Pal account you have?

I'd expect that you could use either... your Paypal balance or a payment method in your PayPal wallet. Good luck.

The new system (which actually isn't new) doesn't affect buyers; it only changed how sellers received their funds, and how/when eBay extracted its fees.
So you should be able to pay the same way you used to pay.
