I'm seeing reports that some sellers are no longer having funds held when a return is opened, such as this one from @allthingssurplus
I'm aware of at least one other larger seller who has noticed recent remorse return request are not being held, but I'm not sure if this is only applying to certain sellers or across the board.
Is anyone else seeing this and has there been any announcement from Ebay regarding a change in this policy?
Based on the timing of these reports, I suspect it may be related to eBay's recent changes to invoicing and how sellers in Managed Payments are billed for fees.
With eBay now deducting all fees and expenses upfront from a seller's Available Balance, it might also make sense that they would want to have as much of that balance available to pay fees as possible at any given time - thus reducing the likelihood of having to wait for more sales to come in to cover fees or wait 14 days before recovering any balance owed by charging the payment method on file.
If that is the case, this could be good news for sellers too!

I know the payments team hasn't been responding much here lately, but if there has been a change to this policy, please have them add it in to one of their FAQ posts. 😊

Tyler I'm the guy that has questioned why none of my return requests have no money holds. Policy is serious and should be serious when it involves a Sellers money. This issue compounds how a Seller has to deal with their own accounting to maintain accurate accountable books. Your answer to this question "Cross your fingers we see a quick response on this!" is high school at least and at its worst completely outlines how the entire managed payments system is so poorly designed and executed. Very disrespectful response to a serious matter, cross your fingers, REALLY.

It's extremely important for cash flow and bookkeeping that sellers can count on consistency of how funds are processed or held. It's also extremely important that sellers have an idea of what the parameters are that will determine whether or not funds are held for return requests and that whatever those parameters are, they are applied fairly.
Are funds not being held only from remorse returns but still being held on not as described/defective/not received returns/cases? Does this only apply to larger/higher volume sellers, sellers that have been active on eBay for a certain amount of time, and/or sellers with a certain feedback percentage or top rated status? These are all things that need to be spelled out in black and white so sellers know what to expect.
PayPal also reserved the right to hold funds for requests or claims, but introduced their Funds Now program so established sellers with a good track record would not have funds held in most cases, with easy to understand requirements for eligibility.

Thanks @veronicabooksandart but that doesn't clear up the confusion here.
Previously eBay was putting a hold on funds for every return request, every time, regardless of the return reason.
That seems to possibly have changed, so I'm seeking clarification from eBay about that specific issue.

Just in addition to what you have said. They hold funds on ALL Chargebacks [CC claim], INRs and INADs in my experience. I'm unsure if a BR [buyer's remorse] funds are held, I haven't had one since being in MP about a year now.
The entire way the holds happen in MP needs to be revamped. It is beyond ridiculous as to how Ebay is having these things handled from why the heck they are doing this on sellers with a proven track record of being a responsible seller to not even following their own rules on how long the money is held.
For example, and I did test this myself, INR claims. I had one recently that was filed against me when tracking showed the item was received. I understand that even with this, Ebay won't close the claim for full 3 days [close on day 4]. But that is NOT what MP does. Even though the buyer NEVER escalated the claim, MP held my money for a FULL 21 days.
On INADs once the claim has been resolved, whether through refund or by some other agreement with the buyer, it takes MP about 48+ hours to release the hold on the sellers funds.
When a buyer requests a cancellation on a purchase and their original payment is still sitting in Pending Funds, MP does NOT reduce the Pending funds when you refund the buyer, they look to your Available Funds to pay for the refund.
I'm sure others may have more specific examples too.

I'm wondering if it may be tied to Top Rated status vs being activated in payments. Top Rated sellers don't have their funds placed on hold for returns opened unless eBay is asked to step into the return and make a decision. Since being Top Rated can change monthly that may be why someone could not see that behavior happen in the past but be encountering it now.

OH no, that isn't it. I've been TRS from the day they started the program. Unless you mean specifically for BR claims. Like I said earlier, I haven't had one of those since I've been in MP. But I have had an INR, Chargeback and INAD and all had money held.

The sellers I know of who have reported this have been Top Rated Sellers for years and certainly since entering Managed Payments. Previously all return requests for any reasons resulted in a hold, just recently (less than a month) they are not seeing holds on Buyer's Remorse Returns.

Thanks @mam98031 - in my experience, previously all returns in Managed Payments resulted in a hold, regardless of reason for return.
I think most of us can understand maybe having a hold when there is a claim or dispute involved, but many sellers were unhappy about holds even on buyer's remorse returns in MP, especially when previously under PayPal they may not have had those funds held.
The specific thing that seems to have changed for at least some sellers is funds are not being held now when a return is requested, at least on buyer's remorse returns (none of the sellers I've spoken to about this have had an INR/SNAD/ or other claim since the change, so I can't say if it affects those as well or not at this point).
The change was observed last month, around the same time as changes to invoicing to deduct fees from MP balance became effective for the sellers involved, but again, I'm not sure if that is related.

tyler@ebay I wanted to call this out specifically because it is absolutely not true for Managed Payments prior to about a month ago at least (maybe, that's what I'm trying to confirm). There are many sellers who have complained about the hold and release system for returns in Managed Payments, some of whom were top rated sellers at the time.
