I sold a 1966 Mustang to member. He refused to honor his bid and made an offer $3400 less than his bid. When I left him negative feedback someone on Ebay changed the negative feedback to positive and there is no way to contact Ebay, the automated system just hangs up on you. I filed a complaint with Ebay about an unpaid bidder and that complaint disappeared.

You can not leave a buyer a negative feedback. No name and shame also.

and...vehicle sales are not binding; so although not the way things should be done- for a 'bidder' to 'renegotiate' the cost of a vehicle is actually ok.

Automotive listings are non-binding -- either the buyer or seller can walk away without completing the transaction.
