Payment problems

Having horrible time making payments today...one went through easily...second has been rejected multiple times.  All my info is up to date and cards are clear...anybody else having trouble?  Paypal also seems to be screwed up.  I am trying to access from Europe but that should not make a difference....

could have sellers that do 'not accept international' payments; also credit card companies frown on 'multiple' out of country purchases done at the same time (security feature- try a different card)
