There needs to be a category on the feedback page to check off non paying bidders. This is killing sellers who work so hard to create a decent listings which helps the Ebay brand just to be ignored by a non paying bidder with no consequences. Get rid of the neutral button and create a non paying bidder button for sellers to see what they are dealing with at a glance. Any other sellers have an opinion?

Buyers that win auctions but don't pay can be dealt with by sellers cancelling for nonpayment, which earns the buyer's account a nonpayment strike. Sellers can automatically block users with two or more strikes in a year -- meaning those buyer accounts cannot be used to bid on any of those sellers' listings or buy any of those sellers' items for that time.
Cancelling for nonpayment also prevents the buyer from leaving negative feedback for the seller; if negative feedback is left prior to that, it is removed by eBay automatically, I believe.
Leaving negative feedback for a buyer might be satisfying to the seller leaving it, but that feedback does not actually help other sellers avoid the same issue down the road the way that nonpayment strikes do.

There are consequences if sellers would report unpaid by canceling citing unpaid and setting their preferences to block buyers with 2 or more strikes. Then those deadbeats can't bid for a year after their second unpaid strike.
